Sorry, but I still concur. You’ve failed to explain to me how making a simulator, that’s not even about COVID-19, should be banned. You just keep referring back to the rules, even though TOS term you refer to only applies to “Overly violent content and/or content related to tragic current events or circumstances”, which the OP’s game doesn’t refer to at all because the game is not about covid. None of those games are, they’re just plague simulators. You keep trying to use the connotation to say that they’re breaking the rules even though the games aren’t about COVID-19 at all.
I’m gonna agree with Luxorz here and say that I think you’re interpreting the rules way too broadly there, champ. By that exact same logic, I could point my finger at places based off of things like Tienanmen Square and have them all banned because they happen to share a connotation with a tragedy, even though the games have nothing to do with said tragedies outside of that.
If you still think the mods would agree with you, I gladly invite you to ask them personally. After all I mean, it is the mods who decide the fate of these kinds of issues. Judging by the fact that the games Luxorz mentioned are still on the front page though, I don’t think they mind this kind of game.
Most of this is a gray area and too vague in terms of details, but moderators can definitely assume that it is related to COVID-19 due to its current timing and you might be moderated. I simply suggest against it.
After this quarantine is all over, you can start making your game. Plague Inc. was banned in China, so if you make it now your game will most likely be removed from Roblox.
Come on, even to children, COVID-19 isn’t just a thing going on in the background unless they are a really dumb child.

Interpretation can be spotty sometimes but violations and such are highly judged against the context of your content. World War I games are war games depicted in real settings, much like any other war game on Roblox. You need to avoid covering specific tragedies of World War I. The same goes for World War II and using any symbolism from the time. WWII has been cleared by moderation before but you need to sidestep specific references such as those to Third Reich Germany and the swastika.
On the other hand, other games existing of a certain genre does not make it okay for the OP to do it as well. If another user is breaking the rules and you use the “others do it so it should be fine” justification, that could invite you to also break the rules too and be liable for punishment. Every case is different and you should focus specifically on the case raised as opposed to others. There are few times where the “others can” justification is applicable, this isn’t one of them.
I completely agree but WWI&WWII and other war like games very much depict murder (as you’re literally murdering others on a battlefield)
And I wasn’t using “if others do it you should too”, my example was more like a “these games are allowed and have concurrent players with no apparent punishments”
