Recently I have been seeing people pay ugc creators to upload their creations onto the catalog, this is usually happening in the talent hub (but i dont think anyone there will be successful reaching a ugc creator, they are paying like 140 robux for 1 upload),I really do think I could make some good money off this if it was “legal” in roblox, so it does beg the question, is it against the guidelines?

I don’t think that this is against the rules as long as you don’t break any Community Standards with the things you upload for people.
Under number 7 " Creator Representations & Warranties " of the Roblox Terms of Use. You’ill find this line:
“Creator is responsible for Creator’s UGC and represents and warrants that: (a) Creator is the creator and owner of, or has the necessary rights and permissions, to use and to authorize Roblox to use the license that Creator grants to Roblox in these Creator Terms”
You are able to sell an “ugc forwarding” service, it is not against the guidelines as shown in the paragraph above.
