The Horns of the Creature were originally limited for around two months but turned into a regular item on December 12, 2018. Since it was originally a limited it should be limited now.
The limited status on this item was revoked due to issues with the old API. Fortunately, there’s the new Limited 2.0 API.
As an owner of this item myself, I would love to see this accessory become limited again. Like originally intended.

I’d also like to add: this is the last item of it’s kind. (i,e., an item who’s limited status has been revoked, but not yet been restored)
The Gingerbread Immortal Sword and Golden Fabergé Egg of Hivemind used to be on the same boat. But unlike Horns of the Creature, these items have had their limited status restored.

Definitely a usable piece of evidence that staff will ideally respond to.
I think this should be credible enough for Roblox staff to investigate. Some people definitely fairly bought this with being told this item would be limited just for it not to be (Not cool!). Same thing happened with the Gingerbread Immortal Sword and that item went limited, so I see no reason this shouldn’t.

Not sure this is in a good spot to go Limited. When the Horns of the Creature first released for October 2018, normal players couldn’t buy it. Roblox notifiers said it went on sale for 1000R$, but visiting the catalog would give you a faded out Buy button.
However, if you knew how to do some basic Inspect Element in your browser, you could still grab these horns for yourself. You’d find a cheap item you haven’t purchased yet, and then you’d swap out the Price, AssetId, and ProductId to match the Horns of the Creature. As long as you had 1000R$, the horns were yours!
…For free.
Item goes off sale, and returned two months later in December 2018 for 8000R$. It wasn’t marked as a Limited anymore, the Buy button worked properly, and spending 8000R$ meant actually spending 8000R$.
While the Gingerbread Immortal Sword had the same bug, it was priced at 11000R$. At 434 sales, most of those came from actual purchases. Sure you could get it for free if you knew how to, but you still needed to have 11000R$ in your account to do that.
Of the ~2K sales the Horns of the Creature pulled, I’d imagine most of them came from this bug. Those who’d benefit the most here would be players who already got a lucky break on an expensive item. Trying to fix this now would mean punishing hundreds of players for a six year old mistake Roblox is responsible for.
At this point, it’s probably best to leave it be.

Ideally, an employee will make a statement on this.
If we’re being honest, this item being a limited would be nice to see as it was originally supposed to be, but was scrapped due to being broken with it’s status. Just as it’s other friend “Gingerbread Immortal Sword” had the same issue, but years later was put as a limited and fixed what was wrong when it contained a bug. Although, we have yet to see a fix or to set on “Horns of the Creature” it should go limited because that’s how it was meant to be, and supposed to work as a limited. They could easily deploy it as a limited and fix what was wrong with it at said time as they did with Gingerbread. Hopefully, Roblox will set it as it was supposed to be.

It used to be limited, but they changed that years ago in a short period of time. It’s been on sale for years and is still purchasable. Also, a staff member already went over the bug report and closed it, so for this item to become limited now would only be a miracle.

I’ve been informed that, as mentioned in this very thread, the decision of this change was due to an old issue.
There has not been any conversation about the limited status of this Item yet, and most likely that’s not gonna change soon.
In the meantime, there won’t be any changes.
