How do people get those Japanese display names? Does your account have to be 17+? I’m very confused.

It probably depends on what language your account is in, or where you live.

No do not get a Japanese username unless you actually know Japanese. People do it so much so that they can be “quirky” and “different.”

You can use these characters regardless of account location or IP location now from my knowledge.
Simply use the special characters in your DisplayName and it should work fine. Same goes for Chinese characters IIRC.

Luckily I am slowly learning Japanese. 
I’d use an English-to-Japanese dictionary that I got recommended by a Language Teacher on YouTube.

I am pretty sure your account location needed to be in a specific country to get access to that and only for a small % of people
Fun fact: Those displays names were also able to get a invisible display name or a display name with special characters like this:
