What does the letter “L” mean when selecting a part to edit?

It represents movement and scaling by local axis (part’s local space). You can switch to global and back by pressing Ctrl+L
.

L is for local. It’s based on the orientation/axis of the object itself rather than the world axis.
If you want, do Ctrl + L to switch between Local and World Axis.
