When you get a message from the Site like this : “You’ve reached the maximum number of likes. Please wait 11 hours before trying again.” and if you say OK to that ,
It just warns you , You can still give hearth to the comments ( posts ) , So cooldown is not working .

This is not a bug – the likes will only show locally. If you refresh the like should go away and you’ll still have run out of likes for the day.
