Make a part look at something without it changing its z rotation

I want to ACHIEVE the TOP drawing.

I am at the bottom drawing right now.

How would i go about this with CFrame?
Blue is bottom Vector
black arrows is look vector

I figured it out its the third property of CFrame.lookAt()
