Is it possible to make a dockwidgetplugingui undockable? In other words, allow users to resize it and use all of its other functions while preventing the user from docking it on their screen. If not, what are alternative options to achieve similar functionality?

If I am understanding correctly, you are trying to prevent users from docking your plugin UIs on their studio UI as a widget, such as docking the toolbox.
If you make the plugin in a widget format, this is not possible. However, you can make it a draggable UI. The only downside would be that the UI will be on the studio screen rather than above it. The plugin will not be visible when viewing other things, such as scripts.
