Mesh deform problem

So yeah, I have no idea how to make a skinned mesh, Ive tried so hard to figure it out its just so confusing that im close to giving up, but before i do that I would like to ask the community if they have any ideas, im wanting to create a rig or something thats shown in videos like this: Anime Legends - Official Trailer - YouTube
I know how to rig in blender but it does not show up when I animate it and everything so does anyone have any idea how to do it?

You must add bones to the mesh in Blender.
