I’m thinking of making a horror game and want one of the lines to read “What the hell was that?”. I know there are games with the word “Hell” in them, such as Tower of Hell, but is the word allowed in the context I provided? Is it not allowed at all? Would I have to make the game 17+? Please let me know. Thank you.

Under a game’s Experience Settings → Audience → Questionnaire it asks if your game has any “Strong Language” where it clarifies that “Hell” is not considered “Strong”:
So, it seems “mild swearing” is allowed. Roblox points out “crap”, “hell”, and “sucks” specifically, so those are fine to use.
