I can tell that this was made using roblox parts. you can make low poly models on Download — blender.org which is the highest quality modeling software. It is completely free! It is also quite complex, but there are some good tutorials.

Well, I actually made on Roblox Studio since my pc cannot handle blender.
But i´m proud of my model.
