Mouse stuttering in studio with right click

Whenever I open up anything in studio and use right click to move around my camera, it stutters back and forth for some reason, I’ve tried reinstalling, switching mouse’s, resetting settings, switching accounts, even switching my computer. It started happening in march and my specs are:
CPU
Intel(R) Core™ i3-4010U CPU @ 1.70GHz

Memory
4.0 GB DDR3

GPU
Intel(R) HD Graphics Family

Hello! Are you seeing this issue with V-Sync / G-Sync / FreeSync on or off? Does switching to the other option available help?

Yes, The issue persists even when V-Sync is on or off. I’m also not able to switch between G-Sync for FreeSync
