Move arrows not oriented up

I am trying to group and move stuff, but every time I group things they turn out like this. Is there a way to keep the move arrows oriented up? Thanks.

Use Command / CTRL + L to toggle between Local and Global movement.

Yes, if you press CTRL + L
It changes movement to local, not basing on the Object orientation
