Hi, this is my first post on the dev forum, and I drew a small cartoon cake. I may put it in a small game? It is pretty bad lol. Constructive criticism is welcome.

You could possibly give it a thin black outline to make it more cartoon-like I think that would give it a pretty nice look. 
Thank you for the feedback @RYANDABESTkillme! I added that outline you were talking about and I also made the frosting have a slightly darker outline. Do you think this makes it better or worse?
You should probably make an outline that is not black but a darker shade of the blue colour you used so it fits more.
I think it does make it look a lot better but I recommend making the outline more thin and maybe changing the outline color to something different.
Lower the tiers slightly so they match up, maybe also add frosting dripping down all of them instead of just the bottom. Great work! Keep it up!
Add sprinkles, those would go good. 
I really like the idea, welcome to the community! But for the cake its self its very under detailed even for a cartoony design I recommend adding light shading with some white lines here an example : (aslo change the face its very scary looking to me just my opinion tho)

Ok, so this is my improved version. In my opinion, it is a lot better than my first draft of it. I am still not 100% done, but here it is.

Woaaaa the first one compared to the last couple are pretty good. I like the style.
hehe the first one was just a draft. I didn’t expect to even remotely like it. It kinda looks like its from a little kids show. Kinda embarrassing
Its very good now i recommend making it a decal or something like that if your using it in a game but if not u can always just keep it with you.
