Need help with some "cartoonish neon" lighting settings

Hello there! I’ve been running up and down trying to adjust some of these lighting settings perfectly to suit a cartoonish theme, as well as keeping neon and normal block distinguishable. Here is some of the problems that I am experiencing with the properties of lighting, color correction and bloom. As you can see in the following photo, neon and smooth surfaced parts are sort of indistinguishable and you sometimes cant tell the difference between the 2 parts. I would like there to be a definitive difference between the neon and smooth brick parts. Are there any adjustments I can make to the following properties?

Maybe that’s a bloom issue, since right now, without bloom, i don’t have that issue:

But if i use the bloom that you are using:

I would have the same issue like you, so my solution is remove bloom, or set those properties to the bloom:

Properties:
-----------
Intensity | 2
Size      | 40
Threshold | 3
-----------

Which might look like this:

Increase the bloom size and intensity so it spreads out further from the neon brick to create clearer boundaries.

I don’t know about you, but mixing realistic and cartoony graphics makes it better. You should try: 0.2 Exposure, ShadowMap, 0.5 Shadow Softness, 7 Brightness.
