New explorer smooth scrolling is rather slow and laggy on my device. I find flashy animations like this to be distracting while developing. If I’m scrolling down I want to scroll down, not watch a short animation while I wait for my content to appear on the screen.

This is actually a bug and it’ll be changed back over to the original explorer’s scrolling behavior soon. @tnavarts
