New streaming properties should be hidden if Workspace.StreamingEnabled is set to false

Some new properties were added to the Workspace a few months ago, pertaining to the new streaming features. These properties are always visible, even if streaming isn’t enabled.

Since these properties don’t have any effect when streaming isn’t enabled, I think these properties should only be visible when StreamingEnabled is set to true.
