New Studio UI does not appear when opening a .rbxl file

Reproduction steps:

Open a .rbxl file in explorer. Sometimes the UI will not appear

Frequency rate:
Moderate-High

Expected Behavior
It is suppoused to be able to open .rbxl files with the Beta UI normally

Actual behavior
It sometimes open the .rbxl files without loading the new Beta UI

Unknown

Side notes:

1. This almost always occurs when attempting to open a .rbxl file in Windows File Explorer, opening a .rbxl within Roblox Studio is not affected.

2. Ignore the ms-gamingoverlay message. It’s unreleated to this bug

3. Only occurs with the New Studio UI beta feature

4. It may take multiple times of opening .rbxl files to see the bug occur
