Unlike ImageLabels, decals don’t have the ScaleType option.

Come again? I might not be reading your question correctly, but are you asking how to reduce model sizes below what ROBLOX allows?
I do not see why this would be needed. Do you perhaps have a reason why you would want this feature?
Decal images just stretch with the size of the part. ScaleType would be useful because you can set the images to ‘Fit’, and it will fit the image into the size of the part, but keep the image’s aspect ratio. You could also set the ScaleType to ‘Crop’, and it will crop any part of the image that is outside of the aspect ratio. If you have messed around with ImageLabel > ScaleTypes before, you might know what I am referring to.
Have you considered using a SurfaceGui?
Decals are a feature that were superceded by SurfaceGuis. The only reason that I can think of to use decals over SurfaceGuis would be that SurfaceGuis don’t appear in viewport frames.
