All Roblox-made non-modesty layer characters now are seen with seemingly random skin tones, this is probably intentional though.
So why are you reporting it?

This is intentional, the option for bundles to have set body colors was recently introduced. Something to add that I think is not intentional is that bundle body colors are not applied when equipping them.
There’s nothing random about the body colors though, they clearly mimic clothing and match the characters’ themes
If you don’t like it, a development discussion topic seems more appropriate
