Normal Mesh With Skinned Mesh Rig Custom Character

We have a Custom Character where the upper portion aka: Uppertorso, Upperarm, Lowerarm, Hands, Head is all separate parts but the mermaid tail attached to it is a skinned mesh.

I’m pretty sure skinned mesh’s can only be rigged In blender, which Is fine. My question is: How does that then connect to the upper part? Does the upper part need to be rigged in studio, mermaid tail in blender and then just weld the tail to the upper torso? This needs to be animatable, and working. Please let me know if you have any idea!
