Far as I’m aware, this is intentional. They were updated over with the placeholder invisible eyepatch.
These were originally the Winners Wings for the playable portion of RB Battles Season 2. During the event, there was a bug where standing above the shop podium in the lobby would award you the Winner’s Wings badge and prize. Since all of the badges needed to earn the wings weren’t released yet, the copies given away were updated into the Not Winners Wings.
Considering the incredibly dedicated community who play events like RB Battles, I’d imagine they view this item as a souvenir of the event. Might be worth asking the team behind RB Battles how to handle this one.

This is intentional.
The item in question was given out during RB Battles Season 2 and was originally called “Winner’s Wings”, having the exact same name and appearance as the currently uploaded “Winner’s Wings”.
The main difference is that the item you are referring to was quickly changed to become invisible so as to not incidentally give a small handful of players early access to the Final Battle, when they erroneously obtained it thanks to an exploiter activating its connected badge earlier than the RBB developers intended.
This can be noted by the fact the NWW was updated to be in its current state a mere 4 minutes after the “Winner’s Wings” was uploaded, and the incident itself being vaguely alluded to in the “Not Winner’s Wings”’ description.
While it would be cool for this resulting rare item to have something to show when equipped, it’s quite unlikely the hosts or developers of this past event would want to see this particular item updated in any form as it would effectively reward those who obtained a key item earlier than they were supposed to; likewise, most of the people who actually own this item as I’m aware prefer this unique invisible property.
