Object won't snap rotate?

Basically, I want parts to snap rotate, this used to work but now it doesn’t?

Here’s a video, please help. This is really annoying and it really slows me down.

I’ve tried looking through a lot of the studio settings but most of them didn’t really fit the thing I was looking for.

Try right-clicking and enabling Align Dragged Objects.
