So I’ve seen some people do this, and it’s 10x better than mine, however they never explain HOW to do it.
So pretty much this is completely made by me. I’m going to go through the process.

I got a VHS gif from google, put it in my video editor (shotcut), and slowed the gif down.

I then used snipping tool to cut out each frame of the movement from the vhs, and save it into my files, then I would put it onto roblox and change the image transparency to get this effect:
