Palmview law enforcement handbook

Content: Basic Patrol, Traffic Stop, Pursuit, Breaching, High-Risk Stop, Pedestrian Stop.

BASIC PATROL

This Document is for all Law Enforcement Agencies patrolling the state/county/city.

When going on patrol you must call it on the radio the call must look like this:

1SP61, 10-8, S/W \ State Police

1SO61, 10-8 C/W \ Sheriff’s Office

You only call your patrol when you are ready for patrol. You must have all your gear and be in your service car to call full patrol. When on patrol you must use grammar and be nice to everyone. If anyone asks you for a Picture or a Ridealong, you have to say “no”. Ridealong is banned from the state and taking pictures of Law Enforcement Officers while having their badge open is also banned. If you see anyone doing crime in the middle of your patrol you are forced to call it on the radio no matter if he is your friend or someone you know. If you get in trouble with citizens and you feel overpowered, feel free to call 10-5 and hopefully, SOFB will arrive at the scene.

TRAFFIC STOP

First, you must call your traffic stop on radio, the call for it must look like this:

1SP61, 10-11, Main Street. You do not have to tell car desc unless pursuit or shots fired on a traffic stop. The car must stop within 10 - 15 seconds after you turned on sirens and lights.

When you stop the car you should not pay attention how you park your car because it doesn’t matter, trust me we did a couple of crash tests and 0 of them showed that proper car parking will save your life. You wanna approach the stopped car from the driver side if there is space from you and the road if there is no space between you and road then you should approach the car from passager side, but do not go between cars. When you approach the car you should identify yourself, that should look like this:

Hello sir, “Rank” “Name” with “Department”

Hello sir, Trooper Express with Palmview State Police

Then you should tell the driver why you stopped them and ask for credentials (Licence, Registration, and Proof of Insurance). Run those documents in your service car and then issue a verbal warning, citation or arrest if there is a felony charge.

PURSUIT

Pursuit should start when a car or person runs from you. There are 2 types of pursuits, foot pursuit, and car pursuit. When the car starts running from you, you should call 10-80 Pursuit on the radio, tell the location and description of the car. If its foot pursuit, then you call 10-80 on Foot, you tell location and description of a person if you can. On the end of the chase, you should call 10-8 C4.

BREACHING

If you want to have an successful breach you must have 3+ officers and a minimum of 2 cars, one car will be used as a support car and another one will be used for placing suspects. If it’s 1 door 2 officers will stand to the left or right it depends on how the door opens, and the third officer will stand at the back of the line covering back of the breach. The first officer is the commanding officer, he will say “?” it means “are you ready”, then other 2 officers will say “.” that means “ready”, when commanding officer and the rest of the team is ready, the commanding officer then should say “!” it means “BREACH”. When you arrest one suspect you should take him in the prison transport car or if there is no space in that car then you take him in the support car. Other 2 officers must stay in the building at all times. The same process is done for double doors but this time first 2 officers will stand on the left and right and commanding officer stays at the back of the line, this requires 4 or more officers but this is only for the case when there are 3 officers. If there are less than 3 officers then you should abort the breach and wait for the 32 to arrive, if the building is big with a lot of exits or if there is a big warrant suspect then you should follow and arrest him at all costs.

HIGH-RISK STOP

A high-risk stop is when you know suspect is armed, or has a felony or warrant. It must be done with 3+ cars and 6+ officers, the code for this stop is Code 5. First, 2 cars should be at pointed towards the suspect’s car and those 2 cars must be in line with each other, so no cars will be placed up or down the stop. One last car should be facing backward of the suspect’s car, this car is called a transport car, the first suspect will be placed in this car for transport. The first officer will be taking position called 1:1, this position is on the left side of the first patrol car, this officer should be aiming at the suspect or driver side window also this position can also be the commanding officer. Another officer will be placed on 1:2 position, this is the right side of the first patrol car, this officer should be aiming at the driver’s side trunk window, position 1:2 is a commanding officer in the most cases. Next officer will be taking position 2:1, this is left the position of the second patrol car and this officer should be aiming at right and passenger side of the truck window, this position will aim at the suspect when he leaves the car. Next officer is taking position 2:2 this position is the right side of the second patrol car, this officer is aiming at passenger side window and this officer will aim at the passenger when he exits the car if there is a passenger. If not this officer will clear the car when all occupants exited. Other 2 officers at the transport car will take positions called 3:1 and 3:2 both officer will stand next to or behind officers 1:2 and 2:1 those will be our support and transport officers, they will handcuff the suspect when he comes to a safe zone. A safe zone is a zone from front bumpers of the patrol cars to the last transport car, in this zone suspect will be handcuffed, searched and all officers approach the suspect’s car from this zone. If there are any victims involved in HRS or any other people who are involved, they must stay within a safe zone and wait for paramedics or other officers to arrive.

PEDESTRIAN STOP

Pedestrian Stop IS ILLEGAL, you can stop pedestrian only in case if pedestrian looks like a wanted player or you have received an report of let’s say “vandalism” on a player who looks like that guy, only in that case you can stop and ask for ID. Also if you see 0 national guard members online and you see a person walking on NG private property, then you can detain them and take them to the nearest police station to investigate if it turns out that player was trespassing you have 2, call NG to take care of him or charge him with trespassing.
