Particle flickering effect

AECF (Antarctic Energy Core Facility) has a really cool event where there is a black hole and i was wondering how they made this particle flickering effect?

Its really cool and i wanna know how to make it for myself.

it could be a neon mesh that they are resizing (tween)

or it could be a flipbook particle

or it could be both?

I found out how they did it, they used particle squashing and they used envelopes in number sequences to do it.
