Setting Particle TimeScale no longer affects how fast or slow the size and transparency property animates. TimeScale only affects the rate, speed, and similar properties but no longer the size or transparency.
I do not know when this started happening, but it has to be recent (at least a week or so) since the last time we play-tested our game was a few weeks ago.

Reproduction Steps:
Add any ParticleEmitter into a part or an attachment. Adjust the Size and/or Transparency Property to enlarge itself throughout its lifetime. Change TimeScale property. You can see the Size/Transparency no longer respects TimeScale and always plays at the same speed regardless of its setting.
Expected behavior
The particle’s size/transparency property should slow down when TimeScale is adjusted. Here is gameplay footage from earlier in the year demonstrating how one of our experience’s particle ring effects should look like:
Notice how the rings slow down momentarily when the player blocks, giving it that slight punchy feeling
This is with TimeScale broken. Notice how the rings come out instantly now? There is no punch, making the gameplay experience feel very sluggish
