Persona ID verification flat-out does not work with vertical IDs or drivers licenses and is locking >12 million US adults out of verifying

Roblox’s relatively new ID verification pipeline with Persona explicitly refuses to accept vertical drivers licenses or ID cards of any type. As long as the ID is vertical and not horizontal, it will not be scanned and the user attempting to verify will be bounced with “Make sure the ID details are clear to read” repeatedly until the verification session gives up and closes.

I understand the need for a strict ID verification system. I would like to envision a future where adults have a safe, seperated, verified, gated space on the platform to do their own things. Have movie screenings, watch deadpool; have concerts with explicit music, whatever else. And I completely agree that a strict ID verification system is necessary for those to exist while keeping the platform safe for minors. But locking out driving adults simply because their ID is not horizontal is completely ridiculous, and not the way to handle that.

In the united states, 48 out of 51 licensing territories (the states + D.C.) only provide vertical identification cards to anybody under 21. That applies to both standard identification cards and drivers licenses. So someone who is 20 years old, who may be a fully independent working adult, will still have a vertical ID. That is normal.
Total US population is around 332 million. If age distribution is roughly uniform, and it is, about 7.5% of the US population is aged 16-21 and a potential US driver. Around ~94% of that demographic is in territories that issue vertical IDs. All said and done, a reasonable estimate of the amount of drivers in the US with vertical drivers licenses is around 12 million.

I know that there will be people prone to writing off this bug report, just telling people to buzz off and use other documents. However, for US residents, the only documentation options for verifying, as heard from friends, are a drivers license, a state ID, a passport, a passport card, and a work permit. A work permit is literally unobtainable for adults in the US, and as mentioned drivers licenses and state IDs are vertical for almost everyone under 21. That only leaves passport cards and full passports, which both take over two months to obtain in the united states and cost $195 USD total. That prohibitive cost and wait are the reason that <45% of US folks own a passport.

More importantly, adults should not be forced to pay prohibitive costs for a new form of ID when they have a valid US drivers license/realID that is accepted as fully valid identification in every other context. I may be verified, sure, but I would like to get my friends onto the platform and play 17+ games, and potentially make accessories with friends. They should all be able to upload items. We’re all adults.

This is a ridiculous oversight by Roblox, and it needs to be resolved.

Expected behavior

Users should be able to upload their real, valid, adult drivers licenses, and those should be accepted for verification regardless of the orientation of the ID.

Persona is a third party service that isn’t owned by roblox, message thier support instead.

Persona support explicitly refuses to help in any way whatsoever, and directs users to Roblox support and closes the ticket. Roblox support then explicitly refuses to help in any way whatsoever, and instead directs users to Persona support and closes the ticket. That’s been the experience of two seperate friends across multiple attempted support tickets.

I understand that it’s contracted out, but the backend - from what I’ve seen from Persona’s website - is supposed to be able to accept all forms of ID. Regardless, Persona has no actual support available, so a bug report here is the only way for this to be seen by a human who can do something.

Hi Lucifish!

Thanks so much for reporting the issue with vertical ID verification. We really appreciate you bringing this to our attention.

To help us investigate this bug, could you provide a little more detail about your experience? Any information you can share, such as the exact wording of the error message or the date and time you encountered the issue, would be a huge help. I put a message in your inbox as well to request relevant information so if you can share by responding to the message, that would be great.

We’re taking this seriously and want to get it resolved for you. Thanks again for your help!

Provided quite a lot more, and more detailed, information in the private message you reached out with. Not going to repeat all of it here for obvious reasons, but will repeat some of it for posterity.

Regarding date and time - the error is (currently) a permanent, universal issue, so specific timestamps should be pretty irrelevant. As for date, friends, have been trying to verify since mid-June.

For exact wording - the error message always reads “Couldn’t verify photos,” “Make sure your ID details are clear to read,” as shown.

The error always shows up universally when the ID is a vertical ID, even when the text and ID are flawlessly clear and readable. More information on this is provided in the private response, but some testing was done and horizontal IDs always read and move on to the face-scan portion on the first try, even when the actual image taken of the ID is rather unclear. Only vertical IDs have the consistent problem, even when the actual image taken is perfect.

More context is in the private response, but for posterity here, it is a very small possibility that REALID is a factor. However, I extremely doubt that to be the case, given how widespread this issue is and the fact that the issue can be documented going back before REALID requirements existed and far before REALID was widespread.

I imagine Roblox’s setup of the Persona pipeline is not properly set up to accept vertical IDs. But if this is an irreparable flaw in how Persona works (or irreparable by Roblox, at least), please set up a backup option or some form of manual verification. This is an issue applicable to ~12-16 million Americans. Right now, both Roblox support and Persona support simply refuse to help or do anything, and it’s ridiculous for 12 million adults to be locked out of being verified as adults unless they go pay $200 for a new form of identification.

An unrelated tangent for the staff member - I like your avatar. Very well made/put together. It’s very comforting to see that a real person, and real player on the platform, is available checking through bug reports.

Thank you for the information.

We’ve confirmed that our ID verification flow is incorrectly rejecting some vertical IDs from specific states. We are actively working with Persona to get this resolved.

Temporary Solution (Will be available starting tomorrow, August 18th)
To get you verified as quickly as possible, we are releasing a temporary update. Starting tomorrow, the system will ask you to scan both the front and back of your ID if we detect that your vertical ID scan has been rejected in your first attempt. This new process should successfully accept all ID types.

Permanent Fix
We are continuing to work on a permanent fix to support all vertical state IDs. Once that’s complete, you will no longer be required to scan the back side of your ID.

We appreciate your patience!

Hello! I very much appreciate your response! Sorry for my response being late. I’m not too stressed or worried about it - as mentioned I myself am ID verified and have been for a while. I simply wanted to put the bug report out on behalf of my friends and others online, only because it’s a widespread issue but an issue just niche enough that it hadn’t yet been brought up. I very much appreciate that you all recognize the issue and are taking steps to get it resolved.

While it’s not particularly relevant here, I also thought it worth stating that while the circumstances leading here suck, I very much respect the platform’s recent steps to improve child safety. While I imagine that’s likely not something you, or even your department, have an influence on, I feel every positive sentiment that moves up the chain reinforces that acting to improve child safety is actually good and positive and not a bad thing. Thank you guys for all the effort you put in and I really look forward to the future of the platform :revolving_hearts:
