Place thumbnails being moderated causes developers to lose edit and play permissions

How to reproduce:

1. Create a new game under any group. Use Baseplate 2021 template.
2. Do not touch anything. Immediately publish the place and open the newly-created place. If you did this correctly, the thumbnail should be moderated.
3. Observe how you, the owner or user with sufficient permissions, is unable to open the game via the website or studio application.
