Does anyone know a plugin where if I press R it will change from position tool to rotate tool? I’ve been using Moon Animator and it kind of grew on me.
You can change the keybinds through File → Advanced → Customize Shortcuts

I can’t bind them to the same button 
Oh yeah, I realize that now. There are no plugins available that do what you are asking for, so you may want to make one of the movement tools another key next to R
