Plugin to make a custom NPC with custom limb proportions

I want to make a custom NPC that has limb proportions that aren’t normal (because I’m making my own Shy Guy Model that is blocky like a normal avatar), but I have no idea how to make an NPC that will actually work… are there any plugins that will allow me to do that, and do those plugins actually work?
