When the plugins are reset during a studio session, the associated PluginActions don’t work anymore. You have to restart Studio to get them to work properly again.
The first step is to create a plugin with a PluginAction. Then install it, change it, and update it. The plugin actions should no longer work. Then rejoin Studio and it will be back to normal.
