I would approach this problem by making a list of all the things the player can do then think what would make that more difficult for them or easier for the chasing bot/player.
e.g.
Run away, made harder by slowing them down.
Jump, made harder by reducing jump height.
See, made harder by blurring their screen.
Hide, made harder by alarms/overhead guis/highlights.
etc
