How Could I Promote A Hangout Game ?

̶R̶o̶b̶l̶o̶x̶ ̶A̶d̶v̶e̶r̶t̶i̶s̶i̶n̶g̶ , No Because I Dont Want To Spend 10k To Get 15 Players .

You are going to have a pretty difficult time trying to advertise this type of game if the things you listed aren’t an option. It directly competes with other similar games like Mic Up.
I’d recommend creating unique but VERY engaging features that separate you from other games in that genre. As for gathering players, you would probably need to invite friends to hangout and hope that they invite their other friends, and so on.

You can ask the owner of the group to promote your game on the group wall…then it gets added to a teleporter hub (bringing some players to your game)
If you make your game educational, by making the questions related to trivia, etc., you might be able to get some players from this.
