Roblox has finally confirmed why they might not plan to enable the ability to change an animation from private to public:

Animations are shown to everyone on the server when they are played, so Open Use animations could disrupt many experiences. We hear you on needing the ability to share animations with a wider audience though and can look into solutions there. This does solve the issue with having to re-upload animations and update references during experience ownership transfer. Just make sure that the experience already has permissions to the animations before doing the transfer!
