I wouldn’t say it’s against TOS not because I read the rule but normally Game Developer would ask something like these just so they could get some support up for their project in order to spread the words for the game unless it’s pointless.
I think the only time it breaks the Terms of Service is when you offer a reward for users to fav/leave likes. (Here’s the only post I could find about this, but then again I wasn’t searching for long.)

So, in your case, you can have a message saying that.
Just because another game does it, doesn’t mean it’s allowed. It could easily be against the rules and that game could be in violation of said rule, so saying that “X does Y so its allowed” may just causes others to follow in those bad footsteps.
Requesting for likes in exchange for something is like-baiting which is frowned upon, if not prohibited. Reminding the player to give the game a thumbs up if they enjoyed it is fine, but to like-bait by saying you’ll do things in exchange for likes is abnormal and can be subject to moderation.
Keep this kind of thing to yourself. You can release game codes (for example) at upvote milestones but don’t actively say or encourage that you’re giving things out in exchange for game upvotes.
Well, the game isn’t directly asking for likes, it is just saying that a new code will be released at certain upvotes.
I don’t think that broke any rule or violated. And I am also aware that just because x does a thing so y is allowed. By linking him that game I wanted to give OP an idea on how he can display the message.
Please understand my post before going a bit harsh on me.
My intention wasn’t to “go harsh on you”, it was to point out that you should never use another’s circumstances when discussing something in regards to moderation. All cases are handed independently and based on the context.
In the case of “new code at X likes”, it’s somewhat of an unbalanced scale. On one hand, you are giving back to the support of your game in terms of rating by supplying players with a code for upvoting your game. On the other hand though, you are in essence asking for free likes and using a code for rewards as the bait on the hook for the fish.
If players are really enjoying your game they’ll be sure to give it an upvote (or so I’m hoping) and it’s okay to reward support. Just don’t bait it out of your players in any capacity, directly or indirectly.
If you were just using that game as an example of displaying this information then I apologise for any misunderstanding. The way your post is worded to me conveyed it like a joint thought of “X is doing Y, so you can too” or an id est to your first thought.
Sadly, a lot of Story games are doing this Like-Baiting rubbish, Always promising an extra +15 Health if the player left a like.
This manipulates the rating system entirely, which is not allowed.
