I have been working on a realistic Texas Hold’em game and was unsure of exactly how that might fit into the rules. I was just reading the following thread, but I still have a few questions. I’m not sure if poker is technically even gambling since it is a skill-based game, and additionally, my game would award users with free chips in time intervals. However, I did plan on allowing players to buy chips if they wish, but there would never be a requirement to do so. Any clarification would be appreciated.

It’s still not entirely clear if Texas Hold’em even counts as gambling, since it is skilled based, or how the free chips affects the “Robux association.” For example, in Phantom Forces you can purchase crates using credits, and these credits can either be won through gameplay or purchased. It seems like my game should fall into similar territory, but it’s unclear how poker would be treated by the ToS.
Poker is considered gambling.
Your game cannot have the purchase of the currency used to gamble, for example users CANNOT use Robux to buy chips, then bet those chips in the game.
How did you make this determination? How is Phantom Forces’ crate gambling system not considered a violation, since you can also purchase credits in that game? Not trying to argue with you, I’m just wondering if there is any actual evidence for this determination when it seems like Roblox consistently allows very similar situations. If a moderator could clarify that would be great
Phantom Forces’ offers an in-game object after it, therefore making it more of a crate roller for an item, where as your actually proposing gambling. If that makes any sense?
If you look in the short quiz to have your game graded you’ll see that buying an in-game currency then using it on a in-game crate that gives a random object is in-fact one of the questions that they use to age-require the game.
I’m pretty sure that those crates are a grey area at the moment. If anything it probably should be gone, but nobody has really talked about it; plus they can be won through gameplay. The game you’re suggesting, Texas Hold’em, is used in Casinos around the world, so it’s pretty safe to say that it is gambling and you are suggesting the only way to use chips is through Robux, that can’t be returned to them. So the kids would just lose their money to gamble currency they can’t get back.
If it doesn’t have a Robux system involved, where kids bet actual money, then it isn’t against the ToS
Even if the Robux are returned to them it is still against ToS/Community Guidelines.

So it seems like it should be fine as long as I don’t sell the chips themselves. I could probably just sell access to higher stakes tables / higher balance cap as a way to monetize without having the chips be the paid item.
The whole gambling thing is 100% a very risky slope, so I advise you to be careful.
