I’m Carlo — I’m a small actor who’s fairly well-known in Germany. I’ve read through the FAQ about the Verified Badge, but I couldn’t find any clear information on how to apply for it.
Could someone please explain the process or point me in the right direction?

I am not quite sure myself after reading through the articles. However, you might be able to contact Roblox’s German Customer Support team and ask them where to reach out or ask for other specific requirements. The german support team supports direct email requests at rbx-support-de@roblox.com. This might help you get started in some way

I originally found this from this wiki. It seems like the email is still active and i had used it months before to contact the german appeals team and also asking general questions
