Question about UGC mesh limitations

Hi everybody!

I would like to try my hand with UGC models. So far I discovered that the limit for UGC meshes is 1200 vertices / 4000 triangles. This confuses me as a mesh with 4000 triangles would result in a far greater amount of vertices than 1200. Does only one of the limitations apply? What is a realistic tris count that should be aimed for in order to stay within the vert limit?

I find it is difficult to make decent models with such a low vert limit, so I’m wondering if I’m getting the facts confused.
