I’m thinking of advertising my game, but it seems like I can’t choose which platform to advertise it on when using user ads.

I don’t think ads appear on mobile or Xbox, so showing them anywhere other than PC would be useless. I don’t actually play on these platforms but I think that might be why you can’t choose the device anymore.

User ads are only for PC. If you want to advertise on another platform do sponsor ads (sponsors show up on tablet, mobile , PC, and Xbox).
