Can an intermediate scripter get commissions based on the projects they do that are inside or outside their level?

Your question is a bit unclear. Are you asking whether an intermediate scripter be able to get projects that are within their skill level? If so, then yeah. People are always hiring people with different abilities, depending on what they need. You may need to search for a bit but it’s doable
If you are asking if they are able to get skills outside their skill level - technically yes, but I wouldn’t recommend it. If you promise to do something that you never end up doing it’ll hurt your reputation significantly and may prevent you from getting future commisions

Correct. You don’t even neccessarily need to do commisions - you can undertake projects of your own!
