So I am trying to create a shoulder pal to upload to the catalog but the model needs to be 4000 triangles at most and mine is currently 8,269. I have researched for so long and I really need a way to do this. I can’t use the decimate modifier because if I try it will instantly tear apart my model.

Im assuming you exported the accessories from roblox which adds unnecessary geometry. So for the hair, chain, etc go into edit mode and select all the vertices. Then in the mesh dropdown menu click “Clean up”>“Merge by Distance”
