Reload plugin on file changes triggering unnecessary reload when new plugin is installed

When you do “Save as local plugin” while the setting “Reload plugin on file changes” is enabled, the plugin gets created and loads, then instantly unloads and reloads.

Expected behavior

Considering that the plugin files did not change, it should not reload.
