The other day I noticed the reply button showing up at the bottom of topic’s including locked one’s. when your not even logged in, I’m not sure if this is a bug or if this was an intended feature but here’s some screenshot’s of it.

Seems like a UX issue with Discourse, I would probably report it at meta.discourse.org (e.g. “Reply button as proxy for login should not show up on locked topics”)
