How our billing works is based on your account tier we set a billing threshold for you (at the time of the screenshot it looks like you were at the 50$ threshold).
We charge credit card campaigns in 2 primary ways:
Looking at your campaigns at the time it looks like you accrued 50$ of spend across all ads running and that was the reason why you got the billing email shown in the screenshot.
