Thank you for reporting! We have many several improvements in recent years to the creation flow for communities to ensure new communities follow the role set structure we have defined. Unfortunately, previous communities that may have ran into issues are still around, and there is not a safe way to reconcile them as they may be in a broken state. When these community creation issues occur, owners are refunded, but in some cases such as the above, the community may still exist. We encourage community owners who run into this to report it to us so that we can help them and improve the flow. Thank you again for helping us improve the community experience!
