Roblox Gambling and what is regarded as "items of value"

Hello.

Recently I have made a post in Development Discussion regarding the recent Roblox gambling TOS changes and how it affects me and other games I help develop. Quoting the Community Standards, it says:

Except where prohibited by local law or regulation, we allow the portrayal of gambling in experiences. However, no real money, Robux, or in-experience items of value may be exchanged in connection with any gambling activities. We also require that the odds of winning be fair and clearly disclosed to the user prior to playing.

When it says this, does it mean that you can’t risk currency you win from gambling on other things, or you can’t earn any currency in the game at all from it if it can be bought with Robux, regardless if you can’t risk it in the future?

For context, I help develop a Roblox arcade game that used to have slot machines, but were removed following the September 15th TOS changes. However, in light of these recent changes, we have moved all of the slot machines to a separate experience where there are no robux purchases and data does not save.

The system in the main game is as follows:

  1. Credits are obtained through collecting them in-game (not through a machine) or through purchasing them with Robux.
  2. Credits are spent on machines to play them.
  3. You earn Tickets from machines. These cannot be exchanged for any other currency.
  4. You can use Tickets to earn prizes which have no value in-game, however there is a system where if you have enough tickets you can purchase a ticket multiplier.

If this system were to have slot machines implemented in them, would that be against Community Guidelines even if the tickets only get you the prizes that either have no value or boost the amount of tickets you earn?

I’m about 99% sure you aren’t allowed to implement any gambling using currency that is purchasable with Robux.

This would be correct, to my knowledge.
