Does this still happen with beta features disabled?

Yes, this does happen when the beta features are disabled.

I did some more testing (with all plugins and beta features off) and found that any time I require the ScriptingService moudlescript, and the modulescript has code in it, it crashes. If the module script is left blank/just commented out, it works fine (but returns an error since there is no code in the modulescript.

Edit: Restarted my PC, and did a clean installation of studio and I still encounter this bug.

Edit 2: I copied the script contents into a new modulescript and named it “Scripting” and as of now everything works. It breaks again if I move it to the old modulescript/name it ScriptingService

I just wanted to follow-up on this issue. We reproduced the issue with the place file provided (thanks for making that available). We are tracking this bug and assigned it to the correct internal team. We should be able to create a fix for the issue that will detect the problematic scenario and issue an error instead of causing a hang or crash.
