dont mind my previous reply i am literally illiterate (i said to add a flashing lights warning [i know holy damn im so dumb]) this goes hard asf gimme the process 
I used a glitch with transparent glass parts and made them spin very fast in front of the camera to make the distortion effect I also added a lot of saturation (over the max limit) thank you!
