You simply need to open up studio and try rotating a part, whether you set it to 1/5 stud or off it still only rotates at 1 stud. I’ve attempted to re-install studio, but the same thing keeps happening. So now I’m assuming that it’s a bug.
I’m seeing this bug as well.
You should move the thread into the Studio Bugs section so that the admins are more likely to see it (click edit on the thread title)

If you really need to use the tools now until a fix is made, the transform rotate tool still works.
